However, the technical nature of net neutrality ethics makes it difficult to understand for the layperson. Read on, and the central themes and controversies surrounding the principle will be outlined and explained for your convenience.

The Theme

C# PROGRAMMING –MAIN DESIGN GOALS

C# is a popular programming language these days, and it was designed from inception to provide a simple, clean, general purpose programming language for those intending to work within the confines of Microsoft’s .NET framework.  Since then, it has been approved as one of the standard languages by both ECMA and ISO, making C# programming an essential tool in every programmers’ kit.

Different languages have different uses and specialties, and C# was designed for programmers to be able to use it to create different components for use in software that would be deployed and distributed en masse, to live use environments.  This means that designers had to really put an emphasis on making the actual source code extremely compatible and portable.  Those already familiar with C or C++ should definitely notice this emphasis.

Another particular point of emphasis during design was focus on internationalization of the language; it was intended from inception to be available all over the world, and to see all sorts of different implementations based on variance in regional programming technique.  The resultant use should help the language develop sophistication as it is refined throughout different versions.

F# is excellent for specialties such as scientific computing and data analysis. It is an excellent choice for enterprise development as well. There are a few great reasons why you should consider using F# for your next project.

Concise

F# is not cluttered up with coding noise;  no pesky semicolons, curly brackets, and so on. You almost never have to specify the kind of object you're referencing because of its powerful type inference system. It usually takes fewer lines of code to solve the same issue.

Convenient

Common programming tasks are much easier in F#. These include generating and using state machines, comparison and equality, list processing, as well as complex type definitions. It is very easy to generate powerful and reusable code because functions are first class objects. This is done by creating functions that have other functions as parameters or that combine existing functions to generate a new functionality.

Correctness

It is actually designed as a hybrid functional/OO language. F# is also part of the .NET ecosystem. This gives you seamless access to all the third party .NET tools and libraries. It operates on most platforms. These platforms include Linux and smartphones via mono. Visual Studio is integrates with F# as well. No industry is as global as software development.  Pervasive networking means that software developers can, and do, work from anywhere. This has led many businesses to hiring development subcontractors in other countries, aiming to find good development talent at lower prices, or with fewer hassles on entry into the US.

The primary reason for developing software overseas is cost reduction. The primary argument against overseas software development is slower development cycles. While it's possible (and even likely) to make server-side software, and management utilities that can get by with terse, fractured English, anything that's enterprise-facing or consumer-facing requires more work on polish and presentation than is practical using outsourced developers. There is a reason why the leaders in software User Interface development are all US-based companies, and that's because consumer-focused design is still an overwhelming US advantage.

Ongoing Concerns

The primary concern for American software development is talent production. The US secondary education system produces a much smaller percentage of students with a solid math and engineering background, and while US universities lead the world in their computer science and engineering curricula, slightly under half of all of those graduates are from foreign countries, because American students don't take the course loads needed to succeed in them. Software development companies in the United States are deeply concerned about getting enough engineers and programmers out of the US university system. Some, such as Google, are trying to get programmers hooked on logical problem solving at a young age, with the Summer of Code programs. Others, like Microsoft, offer scholarships for computer science degrees.

Overall, the changes in project management methodologies mean that the US is the current leader in software development, and so long as the primary market for software remains English and American-centric, that's going to remain true. That trend is far from guaranteed, and in the world of software, things can change quickly.
